EN Standards
EN standards are European standards developed and published by CEN – Comité Européen de Normalization (the European Committee for Standardization) for products, processes and services across most sectors. They are among the strictest and most respected standards in the world, setting out requirements and guidance that harmonise the way measurement and inspection are carried out.
EN standards are extremely important, both as a condition for products to circulate freely on the common market and as a way of building high-quality domestic markets for goods and services, removing trade barriers and strengthening Europe’s position in the global economy.
This European standard covers the safety requirements for the construction, manufacture, installation, maintenance and dismantling of electrically powered vertical lifting platforms attached to a building structure and intended for use by people with impaired mobility. The standard addresses all significant hazards associated with lifting platforms when they are used as intended and under the conditions foreseen by the manufacturer.
EN 81-41: Safety rules for the construction and installation of home lifts – home lifts for transporting people and goods. The document sets out the safety rules for passenger or goods home lifts installed in buildings. It proposes solutions to specific constraints and offers alternative options with conditions of use, so that construction and installation can be carried out for projects with particular characteristics.

Machinery Directive (2006/42/EC)
This directive aims to enable free-market trade in machinery while protecting the workers and consumers who use it. It sets out the essential health and safety requirements for general use, supplemented by additional specific requirements for certain categories of machinery.
Where the hazards covered for machinery under this directive are wholly or partly addressed more specifically by other Community directives, this directive does not apply — or ceases to apply — to that machinery in respect of those hazards from the date those other directives take effect.
Machinery Directive 2006/42/EC requires companies producing machinery and equipment for the European Union market to apply the CE mark.
The main purpose of the Machinery Directive is to safeguard health and safety, particularly in relation to the risks arising from the use of machinery. Many of the harmful consequences of accidents caused directly by machinery can be avoided through safe design, manufacture, installation and maintenance.
A fundamental requirement of the Machinery Directive is that one or more emergency stop devices are fitted to every machine, so that an actual or impending hazard can be averted for safety reasons. The Safety Integrity Level (SIL) of a Safety Instrumented Function (SIF) within a Safety Instrumented System (SIS) is not chosen at random or on a best-effort basis. The appropriate SIL level is determined using established methods such as the Safety Layer Matrix (SLM), Layer of Protection Analysis (LOPA) or Fault Tree Analysis (FTA).
These methods take into account the type of accident that could occur, its probability, the mechanisms involved and the consequences in terms of cost. The SIL level they recommend is therefore the level that matches the risk your organisation actually faces.
In other words, a specified safety integrity level (SIL 3 included) is not simply a benchmark to aim for — it is a direct reflection of the risk your organisation faces. Under the IEC 61508 framework, risk is defined as cost per unit of time.
If SIL 3 is determined to be the appropriate SIL, it means SIL 3 is the minimum integrity level capable of reducing the risk (that is, the cost per unit of time) associated with a given hazard to an acceptable level.
